Home / Guides / SWPPP template (TCEQ RG-639)
Is there a free TCEQ SWPPP template for Texas construction sites?
Yes. TCEQ publishes RG-639, "Stormwater Pollution Prevention Plan Template for the Construction General Permit" (May 2023), as a free PDF and Word document. It is written for operators of small or large construction sites under TXR150000 and contains worksheets, log sheets and links to forms. TCEQ RG-639
This is a general guide. It uses the Texas permit, TXR150000, as the worked example. Requirements differ by state: check the construction general permit that covers your site, or EPA 2022 CGP where EPA is the permitting authority.
Last reviewed October 19, 2026. Prepared by our team led by Mohamed Elansary, PhD. We are not a licensed engineering firm and do not seal plans. General information, not legal advice; the permit text controls.

Limits of the template
- TCEQ states it is a general guide that does not replace the permit, which takes priority. RG-639 p. 3
- Local governments may have additional rules; the operator must comply with all of them. RG-639 p. 3
- It is not for industrial facilities. RG-639 p. 3
- You still have to produce the site maps, BMP layout and sequence for your site; the template provides the structure.
Tips for filling it in
- Settle the acreage class first (small or large), counting support activities. TXR150000 Part I.A
- Complete the site map checklist items from Part III.F.1(g). TXR150000 Part III.F.1(g)
- For every BMP on the list sheet, state when it goes in and who maintains it.
- Choose an inspection schedule (14 days plus 0.5-inch rain, or every 7 days) and record it. TXR150000 Part III.F.8(c)
- Keep the completed plan on site or post where it is. TXR150000 Part III.D
Outside Texas
For areas where EPA is the permitting authority, EPA publishes its own SWPPP template for the 2022 CGP. EPA Do not use RG-639 for non-Texas sites.
