Checked October 20, 2026 against the permit text published by Oklahoma Department of Environmental Quality. Sources and sections are listed at the end of this page.
In Oklahoma, construction stormwater coverage comes from General Permit OKR10 for Stormwater Discharges from Construction Activities (permit no. OKR10), issued by Oklahoma Department of Environmental Quality (DEQ). It took effect October 18, 2022 (modified April 1, 2023 and November 1, 2023); no expiry date is printed on the modified permit we read, and it continues administratively if not reissued (Part 7.2).
Scope note. Engineering parts of the SWP3, such as sediment basin design, must come from your licensed professional engineer (Part 5.1.B).
At a glance
| Item | What the permit says |

| Agency fee | $100 application fee plus $347.71 annual fee for new sites (DEQ construction stormwater page; OAC 252:606) |
| Who may prepare the plan | 'SWP3s shall be prepared by a qualified person and in accordance with good engineering practices. Use of a licensed professional engineer (PE) for SWP3 preparation is not required by the permit.' Parts that are the practice of engineering must be prepared by a PE (Part 5.1.B) |
| Who inspects | Qualified Person or Qualified Personnel: the operator's employees or outside personnel knowledgeable in erosion and sediment control (Part 1.FF) |

- High-priority sites inspect every 7 days and within 24 hours of 0.5 in (Part 4.6.B).
- Engineering designs in the SWP3 must be by a PE (Part 5.1.B).

What we do not do
- Our plans are not sealed or stamped. BMPs that need design calculations, such as sediment basins and post-construction practices, come from your design professional.
- The operator signs the plan and is responsible for it.
- We do not visit or inspect sites.
- We do not file the NOI or any permit application for you. We tell you which form and portal the permit names.
