In Iowa, construction stormwater coverage comes from NPDES General Permit No. 2, Storm Water Discharge Associated with Industrial Activity for Construction Activities (permit no. IAR (General Permit No. 2)), issued by Iowa Department of Natural Resources (DNR). It took effect March 1, 2023 and expires February 29, 2028.
At a glance
| Item | What the permit says |
|---|---|
| How coverage is obtained | NOI online at programs.iowadnr.gov/stormwater with fees and proof that a public notice ran at least one day in the largest-circulation newspaper in the area; SWPPP developed before the NOI (Part II.C-D) |
| Agency fee | Fees per 567 IAC 64.16 (Part II.C.2); amounts not checked |
| Who may prepare the plan | SWPPPs 'prepared in accordance with good engineering practices' (Part IV); no licence or seal named |
| Who inspects | Qualified personnel provided by the discharger (Part IV.D; definition: capable and knowledgeable enough to perform the inspections) |
| Inspection frequency | Disturbed, unstabilized areas at least once every seven calendar days (Part IV.D inspections) |
| State forms and templates | No mandatory state SWPPP template named in the permit |
Points that are easy to miss
- The NOI needs proof of a one-day newspaper public notice (Part II.C.3; 567 IAC 64.6(1)"c"(1)).
- The SWPPP must be consistent with Iowa Code 161A.64 and local sediment and erosion plans (Part II.C.1.g(4)).
- Resubmit the NOI before your authorization expires (Part II.E).

SWPPP Inspection Checklist and the Stormwater Brief
A field checklist keyed to EPA 2022 CGP Part 4, plus the Stormwater Brief: permit changes and deadlines, sent to subscribers when there is news. Double opt-in. Unsubscribe at any time.
What we do not do
- Our plans are not sealed or stamped. BMPs that need design calculations, such as sediment basins and post-construction practices, come from your design professional.
- The operator signs the plan and is responsible for it.
- We do not visit or inspect sites.
- We do not file the NOI or any permit application for you. We tell you which form and portal the permit names.
