Checked October 20, 2026 against the permit text published by Indiana Department of Environmental Management. Sources and sections are listed at the end of this page.
In Indiana, construction stormwater coverage comes from Construction Stormwater General Permit (CSGP) (permit no. INRA00000), issued by Indiana Department of Environmental Management (IDEM). It took effect December 18, 2021 and expires December 17, 2026.
Scope note. Held (K decision 2026-10-20): reopens when the trained-individual documentation (states/IN-TRAINED-INDIVIDUAL.md, Part 4.1 / Appendix B (66)) is in place and counsel confirms it. INRA00000 expires 2026-12-17.
At a glance
| Item | What the permit says |
|---|---|
| How coverage is obtained | Construction plan reviewed and verified by the SWCD, MS4 or IDEM, then NOI in the IDEM Regulatory ePortal with fee; copy to plan review agency (Part 5) |
| Agency fee | Application fee per IC 13-18-20-10(a) (Part 1.4); amount not listed in the permit |
| Who may prepare the plan | SWP3 (construction AND post-construction) must be signed by a 'trained individual' (Part 4.1; App. B def. 66) - training, registration or certification; no license |
| Who inspects | Trained individual (Part 3.6) |
| Inspection frequency | Weekly minimum, plus by end of next business day after 0.5 in rain (max 3 per week); monthly for stabilized areas (Part 3.6(a)) |
| State forms and templates | None mandatory |
Points that are easy to miss
- No NOI until the SWCD/MS4 verifies the construction plan.
- Post-construction measures are part of the SWP3.
- Re-coverage needed under the renewed permit.
What a SWPPP Desk plan covers here
We prepare a site-specific plan written to INRA00000, with each section mapped to the permit part it answers. You, the operator, review and sign it and keep it on site.
Not offered yet in Indiana. Extra hold (state research, K 2026-10-20): not offered yet. Indiana's permit uses trained individuals for SWP3 design; we document our team's training first, pending K's confirmation. State ruling: Sell (document team training). See coverage.

What we do not do
- Our plans are not sealed or stamped. BMPs that need design calculations, such as sediment basins and post-construction practices, come from your design professional.
- The operator signs the plan and is responsible for it.
- We do not visit or inspect sites.
- We do not file the NOI or any permit application for you. We tell you which form and portal the permit names.
