Checked October 20, 2026 against the permit text published by Illinois EPA, Bureau of Water. Sources and sections are listed at the end of this page.
In Illinois, construction stormwater coverage comes from General NPDES Permit for Storm Water Discharges from Construction Site Activities (permit no. ILR10), issued by Illinois EPA, Bureau of Water. It took effect September 22, 2023 and expires August 31, 2028.
Where we can help. Sites where no county or municipal stormwater ordinance requires a sealed plan. Some local ordinances (for example Cook County MWRD) may; we screen for this before you order.
At a glance
| Item | What the permit says |
|---|---|
| How coverage is obtained | NOI AND an electronic copy of the SWPPP filed in EPA CDX (Part II.C.9, II.D); fee mailed to IEPA with the permit ID |
| Agency fee | Applicable fee per Part II.D (amount not listed in the permit); renewal NOI no fee |
| Who may prepare the plan | No license or seal; plan signed by a responsible official (Part IV) |
| Who inspects | Qualified personnel: PE, CPESC, CESSWI, CSI, EPA CGP inspector-course graduate, or other knowledgeable person (Part IV.D.4) |
| Inspection frequency | Every 7 calendar days and within 24 h after 0.5 in rain; monthly when frozen (Part IV.D.4) |
| State forms and templates | None mandatory |
Points that are easy to miss
- The SWPPP itself is uploaded with the NOI in CDX.
- Modify the NOI within 30 days of a contractor change.
- Local rules (e.g., MWRD Cook County) can add review.
What a SWPPP Desk plan covers here
We prepare a site-specific plan written to ILR10, with each section mapped to the permit part it answers. You, the operator, review and sign it and keep it on site.
Checkout open in Illinois. State ruling: Sell (screen local ordinances). The site check on the plan page applies these conditions before payment. See coverage.
County stormwater ordinances (for example Cook County MWRD) may need a PE-sealed plan. The site check asks about local seal rules, and any Yes or Not sure keeps checkout closed.
What we do not do
- Our plans are not sealed or stamped. BMPs that need design calculations, such as sediment basins and post-construction practices, come from your design professional.
- The operator signs the plan and is responsible for it.
- We do not visit or inspect sites.
- We do not file the NOI or any permit application for you. We tell you which form and portal the permit names.
