Checked October 20, 2026 against the permit text published by Hawaii Department of Health, Clean Water Branch. Sources and sections are listed at the end of this page.
In Hawaii, construction stormwater coverage comes from NPDES General Permit Authorizing Discharges of Storm Water Associated with Construction Activity (HAR 11-55, Appendix C) (permit no. HAR 11-55 Appendix C), issued by Hawaii Department of Health, Clean Water Branch (DOH CWB). It took effect on the date printed on its cover (blank in the DOH copy dated January 29, 2024 that we read) and expires five years from that date (cover); each NGPC expires per section 3.2.
Scope note. Served outside Oahu. On Oahu (City and County of Honolulu), served only after you send your City-certified CESCPP's erosion and sediment control plan; we prepare the state SWPPP around it and do not prepare the City plan. We never draft, edit or fill in the City plan, and where the two differ, the City plan controls. Post-construction BMP plans on Oahu come from your CWPPP.
At a glance
| Item | What the permit says |
|---|---|
| How coverage is obtained | NOI to DOH no later than 30 days before construction starts; SWPPP developed before the NOI; DOH issues a Notice of General Permit Coverage (NGPC) (sections 7.1, 11.1) |
| Agency fee | Per HAR 11-55 (not checked) |
| Who may prepare the plan | SWPPP developed by the permittee and signed by the Certifying Person (HAR 11-55 Appendix A section 15) (sections 7.1, 7.2.17, 7.4.4); no preparer licence in Appendix C. On Oahu, City and County of Honolulu ESC plans for the listed categories need a CESCPP (Hawaii-licensed civil engineer holding a current DPP certificate), and post-construction BMPs need a CWPPP |
| Who inspects | Trained personnel (section 7.2.12, 9.1); on Oahu an ESCP Coordinator with a current DPP certificate oversees the approved ESCP |
| Inspection frequency | At least every 7 calendar days, or every 14 days and within 24 hours of 0.25 in of rain in 24 hours (section 9.1.2); impaired waters per 9.1.3 |
| State forms and templates | No mandatory state SWPPP template named |
Points that are easy to miss
- The NOI is due 30 days before construction starts (section 11.1).
- On Oahu the City ESC plan must come from a Honolulu CESCPP (DPP certification page).
- Honolulu DPP certificates run for a calendar year; check the ESCP Coordinator's is current.

What we do not do
- Our plans are not sealed or stamped. BMPs that need design calculations, such as sediment basins and post-construction practices, come from your design professional.
- The operator signs the plan and is responsible for it.
- We do not visit or inspect sites.
- We do not file the NOI or any permit application for you. We tell you which form and portal the permit names.
